La Crosse County understands that the situation with COVID-19 has put incredible pressure on businesses in our community, and we want to help. We are working to understand the State and Federal Assistance Programs as they come out, and are working to develop new County assistance programs as well, so please check back or get in touch if you have questions.

The La Crosse Area Chamber of Commerce has created a webpage with up-to-date information to assist businesses - COVID-19 Updates - which can be a great resource. is also a great resource to help you find ways to support local businesses during this time.

La Crosse County, Couleecap, Inc, Downtown Mainstreet, Inc, the City of La Crosse, and La Crosse Area Development Corporation have worked together to develop the Small Business Resiliency Fund, to provide grant funding to assist small businesses in reaching customers in new ways, given current health concerns from the pandemic.

CARES Act Loans

The Economic Development Administration has provided CARES Act funding for a local revolving loan fund.  This fund can provide loans of between $10,000 and $50,000 with very low interest rates and deferred payments to help businesses through the COVID-19 pandemic.  Additional information and application materials can be found here.


Business Assistance Programs

La Crosse County encourages business growth through a variety of business assistance programs.  Below is a brief description of the programs that we offer, along with links to application materials for each program.

Revolving Loan Funds - Participation Loans

These funds were formed to provide affordable financing to new business start-ups and business expansions that create jobs and contribute to economic growth in La Crosse County.  These funds can be used for affordable, flexible loans that leverage other private financing and equity investment.


Revolving Loan Fund - Micro Lending

This fund was formed to provide small loans to start-up, newly established, and growing small businesses.  The objective is to provide flexible loans for small businesses that have typically had difficulty getting access to traditional lending.




Innovation & Diversification Grant

This program was created to assist businesses in gaininig customized consulting assistance to complete innovative projects with the goal of expanding their product lines and/or markets and achieving greater diversification and job growth.



Launch La Crosse

La Crosse is a community dedicated to supporting start-up and growing businesses at every step of the way.  Many community and non-profit partners offer many different resources to provide this support. The Launch La Crosse website provides information and links to those various resources.







Neighborhood Revitalization Programs

La Crosse County encourages redevelopment of housing opportunities within our more mature neighborhoods.  Below is a brief description of the current program that we offer, along with links to program materials.




Acquisition & Demolition Grant

This program was designed to help bridge the financial gap between redeveloping in more mature neighborhoods with deteriorating housing stock and other housing opportunties.  This is a competitive grant process with application cycles in February, May, July, and September.  Please contact County staff for application deadlines and details.  Grant funds can be used for activities that prepare property within target neighborhoods for residential redevelopment.




Solid Waste Disposal Grant

This program is open to applicants of the Acquisition & Demolition Grant Program (above), and offers an opportunity for additional benefit through the waiver of disposal fees for demolition debris.


       Application should be submitted along with the A&D Grant Application
