CALL TO ORDER
Committee Chair Charles Spiker called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
MOTION by Berns/Richmond to approve minutes of December 10, 2007, including a correction/addition as requested by Supervisor Berns that related to agenda item: Petition by Citizens along County Road M to Reduce Speed Limit from 55 to 45 MPH. Supervisor Berns noted the intent of the petition related to citizens of the area - “people who run, walk, and bicycle along this roadway with it’s narrow shoulders, and especially concerned about the children living along and using this road”, as stated at the top of the signed petition sheets. Motion carried unanimously; Schroeder excused.

MOTION by Pfaff/Richmond to accept the following Consent Agenda items:

PUBLIC COMMENT

APPROVE CHECK REQUISITIONS OVER $20,000
Copies of the Highway Department check requisitions were distributed. MOTION by Pfaff/Berns to approve the following two check requisitions as presented:
Some discussion on the cost of fuel. Noted as compared to the last quarter, fuel is up $.30/gallon. Motion carried unanimously; Schroeder excused.
APPROVE BID FOR SKID STEER LOADER / PARKS
Jim Speropulos reviewed, noting bids were solicited. Three bids received with only two meeting specifications. Staff recommends approval of the low bid that met specifications. MOTION by Richmond/Berns to approve the purchase of a skid steer loader from Bobcat of the Coulee Region in the amount of $28,701. Motion carried unanimously; Schroeder excused. The other qualified bidder was FABCO Equipment, Inc. in amount of $33,950. The bid that did not meet specifications came from Farrell Equipment & Supply in amount of $25,140.
APPROVE RFP ON TWO (2) SINGLE-AXLE TRUCKS / HIGHWAY DEPT.
Dennis Osgood reviewed. RFP’s were solicited and three were returned. A review team of staff evaluated each of the three based on cost, specifications, service, warranty, and delivery. La Crosse Truck Center/Sterling received total highest points in all areas except for cost, and River States Truck & Trailer had lowest cost including lowest evaluation points. Based on highest evaluation points, the review team recommends purchase from La Crosse Truck Center. River States Truck & Trailer did not meet the following specifications: would not provide set forward axle, did not provide for driver control locking rear axle, did not provide for greasable tie-rod ends, etc. (Additional details available from the Highway Dept.) Bryan Jostad, as Purchasing Manager, noted the reasons for requesting RFP’s versus bids. MOTION by Richmond/Berns to approve the purchase of two (2) single-axle trucks from La Crosse Truck Center – 2009 models, Sterling L9511 in amount of $174,860 paid from the Machinery Fund. Motion carried unanimously; Schroeder excused. RFP summary (total points, model and cost) as follows:
- La Crosse Truck Center/Sterling model w/total points of 15,244 at a cost of $174,860.00
- De Bauche Truck & Diesel/International model w/total points of 14,900 at a cost of $180,282.98
- River States Truck & Trailer/Freightliner model w/total point of 14,850 at a cost of $172,118.00
At this time, Dennis asked committee members of their color preference. In the past, had orange trucks and then switched to blue based on higher resale value. Chairman Spiker and several other members concurred with orange colored trucks based on safety reasons – easier to see.
APPROVE RFP ON TRUCK EQUIPMENT / HIGHWAY DEPT.
Dennis reviewed. Equipment for the new trucks is needed. RFP’s were solicited with three being returned. A review team of staff evaluated each of the three based on cost, specifications, service, warranty, and delivery. Universal Truck Equipment received total highest points in all areas except for cost; Monroe Truck Equipment had lowest evaluation points including lowest cost. Based on highest evaluation points, the review team recommends purchase of equipment from Universal Trucks Equipment. Monroe Truck Equipment did not meet the following specifications: did not provide two welded horizontal braces, offered no sub-frame, offered 4-rung ladder vs. 5, offered 6 welded ribs on the plow vs. 8, plus many other lesser quality and service differences. (Additional details available from the Highway Dept.) MOTION by Berns/Richmond to approve the purchase of truck equipment for the two new single axle trucks from Universal Truck Equipment in amount of $126,996 paid from the Machinery Fund. Motion carried unanimously; Schroeder excused. RFP summary (total points and cost) as follows:
- Universal Truck Equipment w/total points of 38,880 at a cost of $126,996
- Monroe Truck Equipment with total points of 36,230 at a cost of $116,528
- Red Horse Truck Body & Hoist w/total points of 34,860 at a cost of $143,998
DISCUSSION ON STRIPING OF COUNTY ROADS
Committee Chair Spiker noted he requested this on the agenda as informational item/discussion only. Dennis reviewed. He noted total of 283 miles of County roads; $90,000 is budgeted each year for striping which covers only a portion of County roads. The County Highway Dept. does not own striping equipment since about the mid 1970’s, and also does not have the manpower to do the work, though does provide road cleanup prior to striping. Currently contract with Vernon County to do the striping, and occasionally use Adams County if needed done in more timely manner for safety reasons. Dennis noted water base paint as type of paint used; have also used durable grade that lasts longer but also costs more. Average cost to stripe (including center & outside lines) is $1,500 per mile, excluding cleanup.
FUTURE AGENDA ITEMS
Supervisor Geary questioned possibility of Highway Dept. assisting with the removal of UW-L stadium demolition debris. Steve O’Malley noted other companies have expertise in this area as well as possible timing issue for the Highway Dept.
JOINT MEETING WITH SOLID WASTE POLICY BOARD ON WEDNESDAY, MARCH 5, 2008
Steve O’Malley noted the Public Works & Infrastructure has jurisdiction over the Solid Waste Dept. with the Solid Waste Policy Board acting in advisory capacity. In the proposed joint meeting, the two groups will review the Solid Waste Management Plan, including the construction project, the fund reserves, tipping fees, long-term challenges, etc. The full County Board should have the opportunity to approve the Solid Waste Management Plan at their May or June meeting. Brian Tippetts noted his staff has contacted the members of the Solid Waste Policy Board asking their availability of either a 9:00 a.m. or 4:00 p.m. meeting on March 5th. Supervisor Berns noted that he could not attend a 9:00 a.m. meeting, and Supervisor Richmond noted that she could not attend a 4:00 p.m. meeting on that particular day. Based on all responses from members of both committees, a time will be determined.
