LA CROSSE COUNTY BOARD PROCEEDINGS

PLANNING MEETING

MONDAY MAY 5, 2008

 

The La Crosse County Board of Supervisors Planning Meeting was held on May 5, 2008 in the Administrative Center, Room B410.  Chair Steve Doyle called the meeting to order at 6:00 p.m.  The County Clerk, Marion I. Naegle, took attendance.  All supervisors were present except as noted:

County Board Chair Steve Doyle

Three supervisors have signed up for a UW Extension meeting on Open Meetings Law in Richland Center on Thursday, May 8 from 9 a.m. to 3:30 p.m.   One supervisor can not go and the spot is already paid for, so if another supervisor would like to go please contact the County Clerk.

 

County Administrator Steve O’Malley  

PROCLAMATION - LAW ENFORCEMENT/PUBLIC SAFETY & COURTS MONTH

WHEREAS, a free society, law enforcement is entrusted and expected to protect the civil rights of its residents and visitors; and,  WHEREAS, La Crosse County employees serve to enhance public safety in the Courts, District Attorney, Sheriff Patrol and Jail, Mediation & Family Court, Juvenile Services, Emergency Planning, Medical Examiner and Emergency Services Dispatching; and   WHEREAS, thousands of residents and visitors are helped each year by the professionals whom respond to emergencies and assisting those in need.  NOW THEREFORE BE IT RESOLVED, that the La Crosse County Board does hereby proclaim the month of May as Law Enforcement, Public Safety & Courts Month and urges all residents to join in recognizing the valuable contribution of persons dedicated to ensuring the safety of it’s county’s residents.

 

Motion to approve by Burke/T. Johnson passed a unanimous voice vote with 4 excused- Richmond, Meyer, Manthei and Schroeder, 1 absent – Sebranek and 1 vacancy – District 32.

Update on LEC Building Progress and Bidding/Inflation Concerns

Paul Brummund did a quick overview of the master plan for the LEC Addition.

Don Carlson spoke on the budget and dollars needed to build the LEC Addition.

Paul Brummund spoke on the time schedule of the Plan.

Don Carlson gave examples of some large projects that are being constructed in the area.  He also commented on how he is getting notices from vendors that materials are increasing due to the high cost of energy. 

Chair Doyle noted that we need 2/3’s vote of the full Board to amend the budgeted amount of $29.5 million to build the LEC Addition.

O’Malley explained how he took motions from the LEC Addition Construction Committee and put them into the two resolutions on the agenda.  He then explained the difference between the two resolutions.  O’Malley answered questions from supervisors.

 

REFERRED RESOLUTION

LAW ENFORCEMENT CENTER CONSTRUCTION COMMITTEE:  RESOLUTION RE:  LEED “LIKE” STANDARDS FROM LAW ENFORCEMENT CENTER (LEC) ADDITION

WHEREAS, the resolution approving the addition to the LEC did not include pursuit of Leadership in Energy and Environmental Design (LEED) certification and the construction manager estimates adding these design requirements will cost approximately $1,007,000 more than the project budget; and,  WHEREAS, La Crosse County Eco-County designation endorses the principles of sustainable development and supports the application of these principles whenever possible; and,  WHEREAS, it is possible to add some elements of the LEED building standards that would enhance building operation efficiency and some improved level of environmentally sustainable building construction, without obtaining LEED building certification.  NOW THEREFORE BE IT RESOLVED, that the following LEED “like” standards are added to the project design for the LEC addition, by providing up to $630,000 from the General Fund, (or as an alternate bid option, deleting the finish of lease space for State Probation & Parole from the project without increasing the authorized bonded debt above $29.5 million, added requirements to include:

FISCAL NOTE:   The County Board resolution approving the LEC addition requires a 2/3’s vote to exceed $29.5 million.  This resolution adopted by the majority of the LEC committee permits the addition of LEED “like” standards that could be funded by the General Fund requiring a 2/3’s vote,  or deleting the finish of space intended for State Probation & Parole to potentially stay within the project budget by majority vote.   This resolution should only require a majority vote, since it does not necessarily require the board to exceed the $29.5 million.  The final decision will be determined after receiving project bids. 

 

Motion to approve by Burke/Medinger.  Although the motion is for the first resolution, Chair Doyle told supervisors they could speak to either this resolution, or the minority report.  Discussion ensued.  Motion by Ebert/Erickson to amend to decrease under “A” Alternative Transportation –Bicycles & Changing from $33,000 to $8,000 by deleting changing rooms, eliminate $20,000 under “B” Const. Mgt. Plan IAQ – Before occupancy  and  eliminate under “A” $30,000 for Storm Water Design Quantity. Discussion ensued.  Motion to amend was withdrawn by Ebert/Erickson.  Motion by Rauk/Billings to refer both resolutions to the LEC Construction Committee with instruction to bring it back to the next County Board meeting.  The Committee should obtain from the architect the expected cost to add LEED items to the drawings and contact Kevin Flynn to ask for consulting services and advice on our LEED designs.  Discussion ensued.  Motion by Burke/Berns to amend by adding the words “if needed” after the word “fund” in the 4th paragraph and delete “(or as an alternate bid option, deleting the finish of lease space for State Probation and Parole from the project)”.   Discussion ensued.  Vote on the referral was questioned because there was also instruction to do more than just refer back to the committee.  Motion by Rauk/Billings to delete “The Committee should obtain from the architect the expected cost to add LEED items to the drawings and contact Kevin Flynn to ask for consulting services and advice on our LEED designs” from  their amendment.

Motion to refer the two resolutions back to the LEC Construction Committee passed on a voice vote with 1 no – Spiker, 4 excused – Richmond, Meyer, Schroeder and Berns, 1 absent – Sebranek and 1 vacancy – District 32.

Motion by Keil/Pedretti to adjourn at 8:50 p.m. passed on a unanimous voice vote with 4 excused –

Richmond, Meyer, Schroeder and Berns, 1 absent – Sebranek and 1 vacancy – District 32.
