PLANNING MEETING

The La Crosse County Board of Supervisors Planning Meeting was held on February 11, 2008 in the Administrative Center Auditorium, Room B190.  Chair Doyle called the meeting to order at 6:00 p.m.  The County Clerk, Marion I. Naegle, took attendance.  All supervisors were present except as noted:

The meeting was called to order at 6:00 p.m.

·         PROCLAMATION – FEBRUARY 2008 PUBLIC HEALTH MONTH

WHEREAS, the La Crosse County Health Department improves the quality of life and health of all 110,000 people in La Crosse County; rich and poor, residents and tourists, young and old; and,  WHEREAS, the clerical, community health aide, fiscal, environmental health, health education, laboratory, nursing, nutrition, vector control and other staff of the La Crosse County Health Department assists residents in realizing the opportunity to live a long and productive life, free of preventable disease and the effects of preventable injury through the following services:

 

Public information to promote health         

TB control

Dental sealants/varnish & health promotion

Tattoo piercing inspections

Home Health nursing & therapy

Indoor air quality investigation

Elderly home visits & Home safety visits

Alcohol related violence prevention

Lead poison & radon prevention, case management & training

Wisconsin Well Women program

Animal bite prevention and animal enforcement

Children with Special Health Care Needs

Tobacco related disease prevention & youth tobacco prevention

Foot care and personal care

Women, Infants & Children Nutrition Program & WIC Farmers Market

Medical equipment/Loan closet

Occupational health/injury prevention, nutrition and physical activity

School vision and hearing screening

Diabetes, Cardiovascular disease, Breast Cancer & Obesity

prevention education                   

Sexually transmitted disease prevention and investigation & HIV counseling & testing     

Pregnancy testing, pre-natal care coordination, breastfeeding

education and child safety seat program

Child/Adult & Community health assessments & immunizations

Hotel/Lodging inspection, including campgrounds, swimming areas

and other recreational areas

Prevention of insect borne disease including lyme, West Nile virus, rabies

Food & water protection through licensing, inspection & testing &

food safety education        

 

And a variety of other services

 

NOW THEREFORE BE IT RESOLVED, that the La Crosse County Board does hereby proclaim the month of February as Public Health Month and urges all residents to join in recognizing the valuable contribution of persons dedicated to improving the quality of life and health for La Crosse County residents.

 

Motion to approve by Wood/Burke.  Proclamation passed on a unanimous voice vote with 6 excused – Fisher, Hanson, Kapanke, Keil, Maney and Sebranek.  There were 3 absent – J. Johnson, Montgomery and Schippers.

Report on Comp Plan Comments Received and Direction by County Board on any Amendments (Tara Johnson)

She has been Chair of the Comp Plan Committee for the last 30 months.  She wanted to acknowledge all the hard work Charlie Handy, County Planner put into the Comprehensive Plan.  He guided the committee through an extremely hard project.  She also wanted to thank staff, Jeff Bluske, Mike Weibel and Karl Green for their tremendous resources.  She thanked the terrific consultants, Schrieber Anderson.  The committee has read hundreds of pages of information to help them through this process.  She wanted to thank each of them, Jill Billings, Don Bina, Vicki Burke, Terry Hanson, Tom Rauk, Jeff Schroeder, Audrey Kader co-chair, Donald Frank, Paul Kitzmann, Eve Zellmer, Steve Kujak, Paul Amborn and Charlie Weeth.  They had 30 plus meetings and between

700 & 800 people attended these meetings.  Smart Growth is State mandated.  Chair Doyle asked supervisors if they had concerns or amendments they wanted to talk about.  He feels if amendments are going to come to the Board in March when the Ordinance will come to a vote, Corporation Counsel should write the amendment.  Supervisors voiced concerns.  Discussion ensued and Charlie Handy, County Planner answered questions.

 

Distribution of Ordinance #60 RE: An Ordinance to Create Chapter 31 Entitled “La Crosse County, Wisconsin Comprehensive Plan 2007-2027” of the General Code of La Crosse County, Wisconsin.

No action or amendments were taken on the Ordinance.

Motion by Billings/Meyer to adjourn at 9:01 p.m. passed on a unanimous voice vote with 8 excused – Belzer, Hampson, Maney, Kapanke, Keil, Hanson, Sebranek and Fisher and 1 absent – Schippers.
