LA CROSSE COUNTY BOARD PROCEEDINGS

PLANNING MEETING

MONDAY, JANUARY 7, 2008

 

The La Crosse County Board of Supervisors Public Hearing and Planning Meeting was held on January 7, 2008 in the Administrative Center Auditorium, Room B190.  Chair Doyle called the meeting to order at 6:00 p.m.  The Deputy County Clerk, Linda A. Stone, took attendance.  All supervisors were present except as noted:

County Board Chair Steve Doyle

The meeting was called to order at 6:00 p.m.

 

County Administrator Steve O’Malley

·         PROCLAMATION – JANUARY 2008 HIGHWAY SAFETY/TRANSPORTATION MONTH

WHEREAS, staff works so diligently to build safe roads for the residents of La Crosse County and visitors to travel upon; and WHEREAS, maintenance such as snow plowing; salting; grading shoulders; mowing; repairing, sealing, sweeping, and paving roads and many other duties that keep La Crosse County highways clean and safe; and, WHEREAS, the safety of all traveling persons is ensured by the hard working men and women of the highway department.  NOW THEREFORE BE IT RESOLVED, that the La Crosse County Board does hereby proclaim the month of January 2008 as La Crosse Highway Safety Month and urges all residents to join in recognizing the valuable contribution of persons dedicated to ensuring safe roads for La Crosse County residents and visitors.

 

Motion to approve by Gillett/L. Pfaff.  Supervisor Medinger noted that the County trucks did an excellent job on County Road FO during the recent snow and ice storm.  The motion to approve passed unanimously with 5 excused – Bilskemper, Keil, Maney, Schippers and Schroeder.

 

·         Granicus Presentation:  There will be a presentation in the County Board room on Monday, January 14, 2008 from 9:00 a.m. to Noon from a company that can provide a voting system as well as streaming video, so it can be viewed live on the internet.  Other possibilities include automating the County Board process, from minutes and agendas to packets, resolutions, etc.

County Board Chair Steve Doyle

·         Comprehensive Plan:  Noted that a few Towns had contacted him requesting more time to bring their input to the County.  Chair Doyle proposed sending a letter to the Towns advising them of the deadline so they would have that opportunity.  Supervisor Bina suggested having a meeting with the Towns and Supervisor T. Johnson requested the supervisors be advised of the time and place if such a meeting is arranged.

 

Potter Lawson Architects Presentation on Sustainable Design proposal for LEC addition

·         Doug Hirsch, of Potter Lawson Architects, opened with an overview, supplemented by a power point presentation.

o        Sustainable Design Principles as they relate to the LEC addition.

o        Introduction to the Leadership in Energy and Environmental Design (LEED) Guidelines.

·         Jody Shaw, of Potter Lawson Architects, with the assistance of Kris Cotharn, of KJWW Engineering, continued the presentation.

o        Review preliminary LEED Scorecard for the LEC.

o        Determine sustainable design direction for the LEC

 

The presentation was interspersed with questions and comments from the Supervisors.  Chris Hackner, of Focus on Energy, contributed to the discussion.  Many concepts were covered, including but not limited to, the following:

·         Going Green – Building Green

o         An Industry Trend; Not a fad

·         Construction Site Waste Management

·         LEED Certification Possibilities

·         Efficient Water Use

·         Energy and Atmosphere

·         Solar Energy

·         Efficient Use of Daylight

·         Materials and Resources

·         Indoor Environmental Quality

·         Site Accessibility for Alternate Transportation

·         Sustainable Cleaning Products

·         Innovation

·         Should the Project Team pursue LEED Certification?

o         Architects looking for direction regarding priorities of the Board.

o         Several supervisors expressed approval for the concepts presented.

o         Several supervisors requested more specific data regarding initial costs and proposed savings.

 

County Administrator Steve O’Malley noted this was just the beginning of a many stage process.  More detailed information and discussions will be an important part of this process.  All supervisors are encouraged to attend the LEC Addition Committee meetings.

 

Chair Doyle – The next step starts at the LED Committee meeting tomorrow, January 8, 2008 at 4:00 p.m. in the County Administrative Building, Room 3220.  There is “open enrollment” to that Committee; Any and all supervisors who are interested should let him know.

Motion by Hanson/Belzer to adjourn at 7:35 p.m. passed on a unanimous voice vote with 6 excused – Bilskemper, Kapanke, Keil, Maney, Schippers and Schroeder.
