MEMBERS PRESENT:

Fred Marini, George Varnum, Barbara Manthei, Mary Bach Filla

MEMBERS NOT PRESENT:

Loren Caulum, Andrea Richmond, Glenn Seager.

OTHERS PRESENT:   

Christine McArdle Rojo, Library Director; Judy Jamesson, Library Secretary

 

CALL TO ORDER:

President Loren Caulum and Vice-president Andrea Richmond were both absent.  Secretary Fred Marini called the meeting to order at 5:00 pm.

 

ROLL CALL:

Board members, Fred Marini, George Varnum, Barbara Manthei and Mary Bach Filla were present. Loren Caulum, Glenn Seager and Andrea Richmond were excused.

 

APPROVAL OF THE MEETING AGENDA:

Motion by Barbara Manthei/Mary Bach Filla to approve the agenda as written.  MOTION carried unanimously with three excused, Loren Caulum, Glenn Seager and Andrea Richmond.

 

PUBLIC INPUT:

George Varnum mentioned a book fair held at the State Fair Grounds in St. Paul, MN that draws antique book dealers from all over the U.S.  The dates are June 27 and 28.

 

Fred Marini passed out invitations to the Mindoro Cut Centennial Celebration, Sunday, June 29, 2008 from 11:00-2:00 at the Mindoro Lion’s Club Shelter. 

 

APPROVAL OF THE MINUTES:

Motion by George Varnum/Fred Marini to approve the May 7, 2008 minutes.  MOTION carried unanimously with three excused, Loren Caulum, Glenn Seager and Andrea Richmond.

 

APPROVAL OF JUNE 2008 EXPENDITURES:

Motion by Barbara Manthei/Mary Bach Filla to approve June 2008 expenditures. MOTION carried unanimously with three excused, Loren Caulum, Glenn Seager and Andrea Richmond.

 

2009 BUDGET:

The County IT Department has given Chris a list of 12 PCs that it wants to replace in 2009 because they do not meet IT criteria.  Chris says the 2009 budget will only allow replacement of five PCs.  In 2008 she budgeted for five PCs that have not yet been purchased.  Many of the PCs in the library do not need to meet the criteria IT has established because they are only used for public Internet access, catalog access or basic Microsoft Office programs.

 

IT charges the library for each page printed on the balanced deployment printers it installed in each facility. Fred suggested that the rates IT charges are much higher than the rates paid by the Mindoro School for a similar arrangement with its vendor.  Chris said that the per-page rates include pro-rating the cost of purchasing the equipment, supplies, maintenance, and tech support.  Chris said that the Indirect Costs charged to us by the County are also supposed to cover the tech support.  Chris will meet with the outside vendor that determines the indirect costs to try to have some of the factors explained and perhaps reduce the amount we are charged.

 

MATERIAL SELECTION POLICY UPDATE:

A patron brought a concern to Chris about the cover art of a DVD she picked up in the adult section of the library.  Chris wrote a letter to the patron advising her that it would not be removed from the shelf, nor would the offending cover be covered or altered.  The library would follow the ALA “Freedom to View” policy concerning access to film, video and other audiovisual materials. It would be a parent’s duty to monitor what his/her child sees.  The patron has the right to appeal the decision to the Library Board if she disagrees. 

 

Motion by Barbara Manthei/Mary Bach Filla that the library board adopts the “Freedom to View” policy endorsed by the ALA Council January 10, 1990.  MOTION carried unanimously with three excused, Loren Caulum, Glenn Seager and Andrea Richmond.

 

LIBRARY BOARD MEETING DAY AND TIME REVIEW:

Motion by Barb Manthei/Fred Marini to table the discussion until the July meeting when more board members may be present.  MOTION carried unanimously with three excused, Loren Caulum, Glenn Seager and Andrea Richmond.

 

WRLS REPORT:

Loren was not present to give a report on the latest WRLS meeting.

 

MINDORO & FARMINGTON UPDATE:

The Mindoro Library Committee is still debating over two locations for the new library:  Cindy’s Restaurant Annex and the old bus garage.  Both have pros and cons.  The Town Board has decided to become part of the County Library rather than a community library. 

 

FACILITY AND COMMUNITY UPDATES:

Last week the rain water came in under the plastic and the temporary wall in Onalaska and soaked the carpet.  Fortunately they were able to vacuum up most of the water and the carpet is due to be replaced in the remodeling.  There are plans to redo the parking lot in June. The building will need to be closed for one day in July, probably the 23rd for electrical upgrades.
