CALL TO ORDER
The meeting was called to order at 7:34a.m.
APPROVAL OF THE MAY 21, 2008 MINUTES OF THE CJMC
MOTION by Nesbitt/Quinlisk to approve the minutes of the May 21, 2008 Criminal Justice Management Council carried unanimously. (Montabon, Gonzalez, Huber, Veenstra, Hampson & Schwandt excused)
PUBLIC COMMENT
There was no public comment.
COURT APPOINTED ATTORNEYS & CASE PROCESSING
The CJMC Executive Committee has been discussing faster case processing. It is possible some people wouldn’t need a court appointed attorney, or possibly less court hearings if the cases were resolved earlier. There are ethical issues when working with unrepresented clients and those questions are being reviewed by experts. The Executive Committee discussed the possibility of delaying charging decisions and take more time to review the case closer and get more details. If the process is delayed, it could also mean the persona may be incarcerated longer before the first appearance in court or more court appearances, etc.
WOMEN’S COMMUNITY BASED PROGRAM UPDATE
Jane reported there was a meeting with the neighborhood and the vast majority of the people who spoke at the meeting were unhappy with the prospect of this Women’s Program going into the neighborhood. There are many decisions to be made how to proceed, there have been many discussions with the HHS members to determine what the next steps are. 1.) The program could be put on hold. 2.) The Cameron Avenue residence could be used. 3.) A different residence could be located. A decision will need to be made within the next week to prepare for the July cycle of meetings. MOTION by Larson/Nesbitt to recommend that we go with this location. It was noted that the agenda was not noticed to have a vote for this agenda item so motion was withdrawn.
Steve O’Malley noted that we are working on a parallel track with the City of La Crosse to find a permanent location and we would use City Rehabilitation dollars. There would be more focus on an improvement to a neighborhood. In the interim, if we don’t have a house, we would like to be able to still work with the YWCA staff and the programming portion of this project that could still help reduce the jail population.
MOTION by Knothe/Nesbitt to cancel the July meeting and to meet next on August 20th carried unanimously.
NEW MEMBERS
We have gotten five applications so far to become a citizen member of the Criminal Justice Management Council. Jane will set up a meeting to review the applications.
MISCELLANEOUS
Margaret Larson indicated that they had their 4th crisis intervention training the first week of June.

MOTION by Doyle/Nesbitt to adjourn the meeting at 8:22 a.m.
