Discussion began with the MOU between the counties and WWC.

A reference to nursing home admissions was added to Addendum E.  There also was a clarification on page 5 of the MOU that no person may serve on the governing board of both the Managed Care Organization and an Aging and Disability Resource Center.    The State has to approve the MOU and addenda for certification purposes.  We will need to have copies of the signed documents from every county.  There was some discussion on who would be signing the documents.  This meeting will be the last meeting to review before October 1, so it was mentioned that we need to be sure to have it correct.  It was suggested that the signed MOU and addenda be returned by mid-October.  There were no further questions on the main text of the MOU.

 

Addendum A, regarding Adult Protective Services and Guardianships, provided some lengthy discussion.  There was a change to II. C. to clarify that APS intervention must be provided  in accordance with state law.  Discussion ensued on who will do WATTS reviews going forward.  The MCO views this as county responsibility. The question raised is the need for sound collaboration between the county and the MCO. It was determined that it requires 2-5 hours to perform a WATTS review. To avoid this being an issue between the county and the MCO, a long-term approach is suggested. If the county is doing WATTS, additional funding from the State would be helpful and needed. It was determined that the current language can be submitted to the State but a policy on county-WWC collaboration will be written.

Addendum B, relating to Mental Health and Substance Abuse Services, required two minor changes.  This addendum will apply to individuals who are enrolled or eligible and requesting enrollment (not just eligible to enroll).  Language also will be added to reinforce the requirement that MCOs to notify ADRCs of disenrollments.

 

Addendum C, relating to Crisis Services, was eliminated,  and generic county responsibilities will be added to Addendum B.

 

Addendum D, relating to Transitional Services for Children Turning 18, was determined to be too prescriptive and procedural. Timelines will be removed except where necessary.

 

As many of these responsibilities belong to the ADRC and not the county per se, it was determined that ADRC responsibilities will be listed separately from other county obligations.

 

Addendum E, relating to Nursing home and ICF-R Admissions and Relocations, was seen as similar to Addendum D as to who has certain responsibilities between the ADRC, county and MCO. WWC will make the necessary changes discussed.

 

Addendum G, relating to Case Record Transfers, was revised to reflect the state’s recommendation that the MCO receive ISPs for waiver clients 45 days prior to enrollment.  This will help the MCO ensure all necessary providers are under contract and facilitate continuity of care for clients.  WWC can receive documentation only on those individuals who have enrolled in the MCO.

 

Addendum H, the HIPPA Business Associate Agreement, had no changes.

 

Under Addendum I, relating to Adult Family Home certification, WWC will perform certification of one- and two-bed AFHs for MCO members.  It is not clear who will certify homes for consumers who choose the IRIS (self-directed supports) option.

Follow-up on County/MCO Transition Process and Timelines

A handout was distributed identifying the actions each county needs to take each month to facilitate the transition to Family Care.  Options counseling is currently being performed in many counties.  In addition, there was some discussion on what can be done with COP risk reserves.  This money remains with the county but use is subject to state approval.

Employee Transition Update

Transition hiring for La Crosse County is done, with 130 of 132 employees accepting job offers.  Two of three Vernon County social workers also accepted jobs with the MCO.  Jackson County is next.  MCO representatives will visit counties 2-3 months prior to the transition to present job offers.  Some discussion followed on the resolution prepared by Pepin County with regard to vacation and sick balance payouts.  This language will be shared.

Some discussion occurred on the current status of the Lakeview and Clearview consortia.  There is a meeting Thursday of this week in Madison to discuss this type of collaboration.  WCA and WCHSA both support this model.
