Review/Clarify Wait List Policy |

Peggy Herbeck from the Aging and Disability Resource Center of La Crosse County presented an updated wait list policy for Managed Care Organization enrollment. The changes clarify the policy previously discussed (e.g. the wait lists for a multi-county ADRC will be merged following the initial enrollment of a specified number of individuals from each of the partner counties). Enrollment of Family Care eligible individuals who are to receive court-ordered services will be expedited. |

Status Report on Hiring for MCO CEO, CFO, HR and IT Positions |

The Long-Term Care District Board will announce its selection of a Human Resources Director at this afternoon’s meeting. An offer is being extended today to the top Finance Director candidate. The second round of Information Technology Manager interviews took place yesterday, and an offer will be extended pending reference checks. La Crosse County Personnel Director Bob Taunt will provide an update on CEO recruitment at the Board meeting this afternoon.
In addition, ads will be posted soon for several support staff positions in the IT, HR, provider network and quality areas. These ads will be forwarded via the consortium’s distribution list and posted on the website as well. |

Discuss IT Strategies |

La Crosse County Care Management Organization and IT staff continue to explore various options for building the MCO’s IT and business infrastructure. Information has been received from several consultants, and statements of work (SOW) will be reviewed Monday with the goal of selecting a strategy. |

Clarify Benefit Packages for Nursing Home and Non-Nursing Home Levels of Care |

Melissa distributed a handout explaining the change from Comprehensive and Intermediate levels of care to Nursing Home and Non-Nursing Home. According to the Department of Health and Family Services, the former Comprehensive – Non-Nursing Home and Intermediate levels of care are equivalent to the new Non-Nursing Home designation. The 2008 state contract allows an MCO to provide waiver services to Non-Nursing Home level members; however, these costs will not necessarily be included in the capitation rate calculation. Consequently, some other CMOs have decided to no longer provide these benefits to Non-Nursing Home members. La Crosse County has not made this change pending the gathering and analysis of service data for current members who fall into this category. Once such analysis is performed, direction will be sought from the Long-Term Care District Board. |

One of the actions the Board will need to take is to form committees to work on issues such as the collective bargaining agreement and policy development.
The CEO position currently is being advertised as an Executive Director, which may prevent some potential candidates from submitting applications. Steering members recommend the Board re-advertise for a CEO and/or considering hiring an outside consultant to perform a national job search if there are not sufficient quality candidates generated from the latest ad. |

The CMO hopes to hear back from DHFS by March 31 on the Business Plan submission. Upon acceptance, an MCO certification kick-off meeting will be scheduled. In the meantime, a contingent from DHFS will visit the CMO Friday to discuss IT strategy. |
