Committee Chair Vicki Burke called the meeting to order at 3:02 p.m.

APPROVAL OF MINUTES
MOTION by Rauk/Fisher to approve meeting minutes of April 29, 2008. Motion carried unanimously; Berns excused.
RESOLUTION RE APPROVAL OF BIDS FOR LAW ENFORCEMENT HOUSING RENOVATION, GARAGE AND UTILITY ISLAND CONSTRUCTION
Steve O’Malley reviewed. He noted the bids for the housing renovation came in as incomplete, so it was determined by project team to include the renovation portion of the project with the LEC Addition which will go out for bids next fall. Don Carlson noted no bids received for the “Building Works” which is similar to General Contractor; he thought the reason being that it is remodeling work.
Did receive bids on for the LEC utility island and garage, and after review by the project team, the recommendation is for the approval of the following bids in the specific categories:

Total cost per the resolution includes the total bid amount of $1,100,073, plus $3,500 as alternate bid for painting, plus costs for construction manager, architectural, engineering and contingency, totaling $1,274,844. MOTION by Medinger/Mach to approve the resolution which awards the contracts to the firms listed above for the construction of the LEC utility island and garage for total project cost not to exceed $1,274,844. Miscellaneous discussion and questions. Pointed out per the Fiscal Note, that the construction manager will be working on obtaining project deducts that could reduce the project cost by $100,000. The construction manager distributed copies of detailed bid summary; this detailed information is available in the Facilities Dept. or Board Chair Office. Don Carlson reviewed in detail eight (8) options that may be considered to reduce project costs. Motion carried on 9 to 1 vote; Erickson-no; Berns excused.
CONSIDER RECOMMENDATIONS ON SUSTAINABILITY/LEED RESOLUTIONS

· Resolution re: Sustainable Design Strategies for Law Enforcement Center (LEC) Addition
Committee Chair Burke noted 3 resolutions before the committee; two were referred from the May 5th County Board meeting in which the “LEED Like” resolution also included an amendment that was made on the Board floor, and there is a new resolution as drafted by Steve O’Malley entitled, “Sustainable Design Strategies for Law Enforcement Center (LEC) Addition.” O’Malley noted the newest resolution is based on LEED decisions after bids received. He noted certain sustainable design strategies are incorporated into the base building construction bid and could not be taken out which totals $300,903. There are additional sections within the resolution that relate to adding items as alternate bids, those being alternate bid for sustainable design strategies with subtotal estimated at $338,000; another alternative is to finish the lease space for Probation/Parole up to 12,000 sq. ft. estimated at $499,500; and per the Footnote of the resolution, upon receipt of all the bids for the project, another resolution will be prepared for consideration of certain items in order to pursue LEED Certification with documentation submitted to the U.S. Green Building Council at an estimated cost of $355,000. Jody Shaw noted most of those items as listed under the footnote are construction credits and options that can be pursued after the bids come in. Committee Chair Burke requested comments from each of the committee members pertaining to the 3 resolutions.
MOTION by Medinger/Veenstra to approve the newest resolution entitled, “Sustainable Design Strategies for Law Enforcement Center (LEC) Addition” and table the other two resolutions, those being the “LEED “Like” Standards for Law Enforcement Center (LEC) Addition” and “LEED Standards for Law Enforcement Center (LEC) Addition”, including the amendment as made on County Board floor on May 5th. Discussion continued, including questions and comments. Motion carried on 7 to 3 vote: Medinger-yes, Veenstra-yes, Burke-yes, Hampson-yes, Fisher-yes, Mach-yes, Rauk-yes, Ebert-no, Erickson-no, Freedland-no; Berns excused.
CONSIDERATION TO RETAIN OUTSIDE LEED CONSULTING SERVICES
Steve O’Malley noted, per the suggestion of Supervisor Rauk, to have Kevin Flynn as the Blue Earth County, MN LEED consultant and who has also worked on other LEED projects, to evaluate the County scorecard and do two on-site visits to make sure nothing is overlooked. Supervisor Freedland also has a name of another consultant who may be willing to do the same. Estimated cost is $3,000-5,000. Supervisor Rauk asked the architects and construction manager of their opinion; will such advice benefit the project? Eric Lawson noted not many jails are going for LEED certification; if someone is already doing this and is willing to come and share thoughts, he would embrace it; Potter Lawson has several LEED staff on board, but have not certified a jail. Don Carlson suggested review of the scorecard for the Blue Earth project. Steve O. noted that he has this scorecard information. MOTION by Rauk/Hampson to authorize Steve O’Malley to share the Blue Earth County data (scorecard) with the County project team and to call Mr. Flynn as to best way to package his services, including cost, and to bring this information to the next committee meeting. Motion carried unanimously; Berns excused.
