CALL TO ORDER

Committee Chair Vicki Burke called the meeting to order at 4:02 p.m.

APPROVAL OF MINUTES

MOTION by Fisher/Medinger to approve minutes of March 25, 2008.  Motion carried unanimously; Berns excused; Hanson absent.  

 

APPROVE FINAL BID PLANS FOR HOUSING RENOVATION

Paul Brummund gave an overview of the housing renovation bid plan process.  A large set of plans will be left in the Facilities Dept. for viewing.  Need to process a small variance as required by the Dept. of Corrections; this is for the use of less expensive wall material.  Also need two other government approvals, those being by the Dept. of Corrections and the Dept. of Commerce.  There was only one minor change (moved shower wall) since the last committee meeting.  Anticipate approval by the committee today and by the County Board on April 15.  The plans will then be printed on April 16 and then available to potential bidders.  On April 30, architects and CM plan to hold a “walk-thru” meeting with potential bidders.  Public bid opening on May 13, possibly held in the office of Market & Johnson as the Construction Manager; and then to the May 15, County Board meeting for approval.  Supervisor Ebert questioned if public bid opening on behalf of a government project could occur in a private office; answer unknown and will check this out.  Supervisor Ebert asked the Sheriff if he was happy with the plans, and his answer was yes.  MOTION by Rauk/Freedland to approve, as presented, the final bid plans for the housing renovation in the Law Enforcement Center.  Motion carried unanimously; Berns excused; Hanson absent.

 

APPROVE FINAL BID PLANS FOR GARAGE & UTILITY ISLAND

Paul gave an overview of the garage and utility island bid plan process.  A large set of plans will be left in the Facilities Dept. for viewing.  Staff and architects have met with City Engineer and City Planner; need to submit a curb cut as required by the Dept. of Public Works; the city would also like continuation of the downtown streetscaping as done by the current LEC building.  Today in a meeting with the Fire Chief, he will not accept a waiver or variance for not having a sprinkler system because it exceeds 5,000 square feet – a new code change as of March 1, 2008.  Architects are looking at ways of segmenting the building – the evidence storage bay and the maintenance storage portion – if those walls were 2-hour rated, break the building into two parts with each under 5,000 sq. ft., that could be another option.  Being this is new information, still working on cost differences; as rough estimates:  $12,000+ for the additional block walls & extra fire dampers and $24,000+ for a sprinkler system.  The Fire Chief is O.K. with either of these two options, as long as it meets fire code.  Supervisor Ebert suggested checking the cost of insurance; maybe less expensive for sprinkler system.  The costs for the two options as well as the answer to the insurance question will be known by next week Tuesday, April 15, prior to the County Board meeting.  MOTION by Rauk/Fisher to approve, as presented, the final bid plans for the garage and utility island, including the low cost option with an explanation given at the April 15th County Board meeting, including the answer to the insurance question.  Supervisor Hampson suggested this information be emailed to committee members as soon as these answers are known, prior to April 15.  Supervisor Ebert also requested information on the higher cost option.  Motion carried unanimously; Berns excused; Hanson absent.      

 

UPDATE ON COMMUNICATION WITH CITY STAFF

Steve O’Malley shared additional information as a result of staff meetings with city staff.  The main purpose was to share all of the issues that pertain to this entire project, including curb cuts, impact on parking, may hold a neighborhood meeting with surrounding businesses, streetscaping & lighting, including timing and processes for the project.

 

LEED UPDATE

Don Carlson noted they have put pricing on all the items and this packet of information will be given to the architects today for their review.  Do not have all of the information on paybacks; some as returned by Michaels Engineering do not match those as estimated by the CM; these need to be reviewed in more detail by both parties.  The plan is to bring back in two weeks, and then take to the County Board on May 5.   The plan is to focus on the big ticket (cost) items and related paybacks at the April 22 meeting and determine “basic” or “silver.”  Supervisor Rauk suggested presentation in the following format:  1) basic cost, 2) additional equipment costs, 3) payback, and 4) cost beyond to get LEED certification; he noted four levels of LEED certifications:  basic, silver, gold or platinum.  Supervisor Fisher also requested an opinion from staff, Jim Speropulos, Steve O’Malley and Sheriff, as to how much LEED certification should the County pursue.  Supervisor Medinger noted that it won’t be long and some of these LEED options will be mandated by state and/or federal government.  

 

FUTURE AGENDA ITEMS 

LEED review and determine what options; plan for lengthier meeting.
