Committee Chair Vicki Burke called the meeting to order at 4:03 p.m.

APPROVAL OF MINUTES
Committee Chair Burke noted two corrections, those being the square footages as mentioned under the Garage Design, that it should be 6,300 square feet (not 63,000) and first estimated at 5,600 square feet (not 56,000). MOTION by Berns/Freedland to approve the minutes of February 12, 2008, including the two noted corrections. Motion carried unanimously; Fisher excused; Hampson absent.
UPDATE AND REVIEW OF PROJECT COST ESTIMATE
Don Carlson, Construction Manager, gave an overview of target estimation process, noting estimates are based on conceptual design, followed by schematic design, and then design development in which subcontractors are consulted during this phase. Best estimates can be given on items that can be counted, such as brick, masonry, steel frame; electrical and mechanical costs are based on history. When the final budget review is completed at 95%, it’s then ready for public bidding process. If the bids come back higher, then the construction manager will come back with reduction options which will be a committee decision. A PowerPoint presentation was given including handouts. Don noted the following cost estimates:
· Housing Renovation - $527,000. (Breakdown: construction estimate $443,000, target contingency $33,000/7.5%, furnishings $6,600/1.5%, construction management fee $10,800/2.25%, and architectural fee $33,800/7%.)
· Storage Garage - $663,000. (Breakdown: construction estimate $562,000, target contingency $42,000/7.5%, furnishings $8,400/1.5%, construction management fee $13,800/2.25%, architectural fee $36,700/6.0%)
· Addition & Renovation – $28,555,000. (Breakdown: construction estimate $24,200,000, target contingency $1,815,000/7.5%, furnishings $363,000/1.5%, construction fee $594,000/2.25%, architectural fee $1,583,000/6.0%.)
· Per approved County Board resolution – total cost of project is at $29,500,000. Based on this amount and project estimates, the targeted contingency fee is reduced from 7.5% to 4.27%, leaving a contingency balance of just over $1 million vs. $1.9 million as estimated; to get that number back up to 7.5%, should find reductions of about $800,000. Architects, construction managers and staff are looking at possible cost reductions. Reducing amount of burnished block and using some painted block has a savings of $132,760. Discussion on maintenance costs for regular block vs. burnished block. Other reductions could be in type of doors, windows, curtain wall & glazing; food and laundry service equipment; detention equipment; plumbing, fire protection and mechanical system; and electrical/security electrical. Supervisor Rauk noted life cycle costs should be considered for all project reductions.
· Discussion on LEED. Don noted more feedback is coming back from the engineers. Costs and paybacks will be presented at a future meeting.
· Other circumstances that may affect the project cost: other projects in bidding competition, such as school projects and UW-L stadium, plus inflation costs and fuel costs.
· Noted that all bids will come back to this committee and then to the full County Board.
STATUS REPORT ON OPTIONS FOR DIVE RESCUE
Jim Speropulos and Sheriff Helgeson are reviewing location options at the County for the Dive Rescue Team. At Hillview, there are 1-3 available bays for either Sheriff Dept. storage or for the Dive Rescue Team boat, vehicle and equipment. Cost to heat up to 3 bays could be as much as $45,000-50,000 which includes cost of insulation, etc. (upfront costs). At Hillview, the boat and vehicle could be driven in and not have to be unhitched; this cannot be done at the new storage garage. All of this is still in the discussion stages. Steve O. noted, based on County Board concerns and wanting to provide storage for the Dive Rescue Team, the County will look at all means of providing accommodations for long-term commitment.
UPDATE ON BUILDING FLOOR PLAN AND PROJECT STATUS
Paul Brummond noted the architects and construction managers have been working on the bidding documents, including insurance rates, state wage rates, and working with the Jail Inspector on some variances. They will be taking out as much “fat” as they can. One problem will be the loss of 160 parking spaces during construction. Jim S. and others are looking at all options to help alleviate parking problems, including elimination of rental spaces, remarking parking spaces, etc. Rauk suggested consideration of LEED standards, such as designated parking for hybrid vehicles, bicycle racks, and encourage carpooling; need to encourage employee life changes.
