CALL TO ORDER

The recessed meeting and Public Hearing of the Planning, Resources and Development Committee was called to order at 6:00 p.m. by Committee Chair George Hammes.  Let the record show that this meeting is called in full compliance with the requirements of the Wisconsin Open Meetings Law.  The procedures for tonight’s meeting are explained to those gathered.

 

REFERRED CONDITIONAL USE PERMIT NO. 765  Richard M. and Sharon M. Martin, N8227 Flaten Rd, Holmen WI  54636.  Petition to operate a retail ceramic business from the basement of their existing residence addressed above and zoned Exclusive Agricultural District, on lands described as:  Part of the NW-SW in Section 21, T 18 N, R 7 W more fully described in tax parcel 8-281-3.  Town of Holland.

 

Appearing in Favor:  Richard Martin, N8227 Flaten Rd, Holmen WI  54636.  Mr. Martin reviews improvements made on the property for a safer access to the property – driveway access increased to 34 feet from current 24 feet.  Existing lower portion of driveway widened to 16 feet will improve visibility.  Parking area improved to 32 feet wide to accommodate 4 vehicles rather than 3 as previously proposed.  Also improves turn around area.  Walkway to lower level wood construction with railing. 

 

Question BLUSKE:  Hours of operation on impact statement?

Answer MARTIN:  9 am to 4 pm; Wednesday, Thursday, Friday and Saturday.

 

Opposition:  None.

 

Correspondence:  Town of Holland has approved.

 

Department Recommendation:  Approval with 7 conditions:

 

1.      Permit is granted to operate a ceramic business from their residential home at N8227 Flaten Road, Holmen WI  54636.

2.      This permit includes producing and selling clay and ceramic works of art and items

      related to the creation of these products such as paints, brushes and glazes in a

      16-ft x 28-ft area of the basement.

3.   Hours of operation will be 9 am to 4 pm 4 days per week – Wednesday through 

      Saturday.

4.   Parking for 3 customer designated spaces shall be maintained.  The driveway shall 

      be maintained for public access and not reduced in size.

5.      Only family members are employees.

6.      One small sign under the mailbox is allowed if postal regulations permit it.  Otherwise an unlighted 12” x 12” sign is allowed near the house.

7.      This permit is non-transferable.

SPECIAL EXCEPTION PERMIT NO. 2007-09  Charles L. Felker, 1516 Cliffview Ave, Onalaska WI  54650; acting on behalf of Mitchell and Misty Lown, 3057 Edgewater Lane, La Crosse WI  54603.  Petition to remove an existing cottage, ground cover and impacted trees from the site, then bring in clean sand, raise the site to conform with the regional flood elevation of 647.25 feet, then construct a new single family home on an engineered foundation, 18 inches of rip rap will be placed on the rear yard 27-ft wide x 69-ft long, on land at 3057 Edgewater Lane, zoned Agricultural District “A” and described as:  Outlots 71A and 72 in the Assessor’s Plat of the NE¼ of Section 12, T 16 N, R 8 W.  Town of Campbell.

 

Appearing in Favor:  Charles L. Felker PE, 1516 Cliffview Ave, Onalaska WI  54650; representing Mitchell and Misty Lown, 3057 Edgewater Lane, La Crosse WI  54603.   (Felker distributes site plan to Committee.)  Existing structure has suffered flood damage from time to time, new owners anxious to construct a new 2-story single family home that will be flood proofed in accordance with ordinance standards.  Site would need to be raised 4 feet in elevation so alternate flood proofing measures are being proposed.  This design will allow side slopes of 3.2 to 1 and 4.5 to 1 to meet adjacent ground elevations.  Natural slope of 1 to 2 percent on north and south lines to lake.  Approximately 75 percent of site will contribute runoff to the natural flow lines.  Because of narrow street right-of-way (25 feet), 2 additional parking spaces proposed off the street.  Rear slope along lake will be protected with rip-rap covered with black dirt and seeded.  I have met with DNR to review project, have not had any opposition to proposed layout.  Plan has been approved by the Town of Campbell.

 

Question BLUSKE:  Timetable from tearing this down to placing fill?

Answer FELKER:  Would like to start demolition on October 16.  Want to clean the site completely and work on back yard, get rip-rap in, that’s about a 5 to 6 to 1 slope.  Then continue with excavation, new house will be larger than the old house, like to proceed with footings and retaining wall including the back filling, but  have to have a 3-week moratorium there while we let the wall cure.  If we cannot get this all done before a frost problem we won’t attempt it, but I think we can.  I know we can go into late October, early November.  We’ll have 4 to 5 feet over all the footings.  Everything will be backfilled.  Project could go on through winter but would involve extra costs so owner will need to make that decision, we’ll see how it goes. 


Question BLUSKE:  How about June 2008 for earthwork?

Answer FELKER:  Oh, that’s fine.

Department Recommendation:  Approve with 4 conditions:

 

1.      This permit is granted specifically for removing the existing cottage and foundation

ground cover and only the trees impacted by the fill area and to bring in clean fill to conform with the required regional flood elevation, in order to construct a new single family home, 2 parking stalls, including rip rapping the rear yard with 18 inches of rock 27 feet wide by 69 feet long, all designated in the plan dated 09-05-07 and revised 09-18-07.

2.      This permit is subject to the owner or consultant receiving an approved erosion

      control permit from our Department of Land Conservation.

3.      Any employee of this Department or that of Land Conservation shall be allowed 

      access to this project site for inspection of permit compliance.

4.   This permit will expire the end of June, 2008.

ZONING PETITION NO. 1760  Troy and Kimberly Chalsma, N6811 Briggs Rd, Holmen WI  54636; acting on behalf of Ken J. Chalsma, N6829 Briggs Rd, Holmen WI  54636.  Petition to rezone from the Transitional Agricultural District and Agricultural District “A” to Residential District “A,” a 0.386-acre parcel to expand the size of their current residential parcel on land described as:  Part of the NE-NW of Section 12, T 17 N, R 8 W described as:  Commencing at the northeast corner of the said NE-NW thence along the east line of the said NE-NW,  S00˚32’51”E 1196.10’ to the northeast corner of Lot 1, C.S.M., Volume 8, Page 24, and the point of beginning:  thence along the north line of said Lot 1, S89˚27’09”W 200.00’; thence along the west line of said Lot 1, S00˚33’17”E 131.34’ to the south line of the said NE-NW; thence along said south line N89˚48’54”W 95.00’; thence N00˚32’51”W 145.13’; thence N89˚27’09”E 294.98’ to the east line of the said NE-NW and the east line of Outlot 1, said C.S.M.; thence S00˚32’51”E 15.00’ to the point of beginning.  Town of Holland. 

 

Appearing in Favor:  Troy Chalsma, N6811 Briggs Rd, Holmen WI  54636.  Would like to add the 15-ft strip along north and the area west.  The 15 feet is partially a driveway for access to the building in back.  I would like to purchase the building and land for my own use.

Correspondence:  1.  Letter from Town of Holland received September 17, 2007 – Town approves.

 

Staff Recommendation:  Approve – complies with the Town Comprehensive Plan.
