APPROVAL OF MINUTES
MOTION by Meyer/Bina to approve meeting minutes of December 4, 2006. Motion carried unanimously; Hammes and Hansen excused

UW EXTENSION AND WNEP REPORTS
Mary Meehan Strub was available to answer questions relating to the written reports.
2007 WISCONSIN ASSOCIATED COUNTY EXTENSION COMMITTEES (WACEC) ANNUAL CONFERENCE
Mary noted the Annual State WACEC Conference is planned for March 26-28 at the Madison Concourse Hotel. Committee members wishing to attend must fill out a travel authorization and have it approved by Board Chairman Doyle. Registration deadline is February 18.
Mary also reminded the committee members of the District 5 WACEC meeting in Eau Claire on January 26; registration deadline is January 15.
UPDATE ON ZONING PETITION 1733, a/k/a HOLLAND COMMERCIAL PARK
Jeff Bluske reviewed noting the committee had referred this for 90 days which will bring it to their February meeting. Per the current County Comprehensive Plan, the area in question is to remain Exclusive Agriculture. Per direction of the County, the County Plan can be changed once a year with that being February though there is an exception to the policy where change can take place for emergency circumstances where a town has passed an amendment to its plan that needs to be consistent with the County Plan. Jeff noted the petitioners did submit an impact statement; this as well as a map will be new information that will be presented to the committee in which they will make a recommendation to the County Board. If 51% or more of the adjacent property owners sign a petition in opposition and if it’s submitted to the County Clerk 24 hours before the County Board meeting, it will take ¾ vote of the County Board to approve. Zoning staff also need to verify landowners’ signatures within that 24 hour timeframe. Informational.
UPDATE ON HOOPER AUTO SALES – NONCOMPLIANCE WITH CONDITIONAL USE PERMIT NO. 730
Jeff Bluske noted a pretrial hearing was held with the District Attorney’s Office relating to the noncompliant conditional use permit and the requirement of a dealers license, including citation for setting fire on the premises. Per the hearing, the charges were combined and the fine was paid that day. The landowner indicated that it’s now under his control and it won’t happen again. He also plans to close for the months January-March. Staff will continue to monitor.
PRESENTATION AND RECOMMENDATIONS FOR APPROVAL TO ORDER COUNTYWIDE AERIAL PHOTOGRAPHY AND LIDAR, INCLUDING PICTOMETRY
Jeff Bluske and Charlie Handy reviewed. Sample large maps in various print resolutions were available. This project has been in the works for several years. A staff workgroup of various county and cities’ offices have met many times over the past 8 months; the group assisted in detailing scope of work, professional expectations of aerial photography, LIDAR (topography) and the oblique aerial photography product. Staff recommendation is to contract with and purchase the aerial photos of La Crosse County from the US Army Corps of Engineers. Per County Ordinance (4.11(7) (e) and (g), sole source purchasing is acceptable if offered by state or federal agencies and if the vendor has the ability to deliver a unique material, supply or service. Jeff also noted $250,000 is in his department budget for this purpose, as well as $56,000 from Wireless 911 grant and $29,600 in revenue from municipal purchases; total cost is $335,044 minus the noted revenues. Letters of support from Emergency Dispatch, City of Onalaska and WI DOT were shared with the committee. Miscellaneous questions were answered. MOTION by Meyer/Rauk to approve the purchase of orthophoto imagery of La Crosse County from the US Army Corps of Engineers at a total cost of $335,044. Motion carried unanimously; Hammes excused.
IMPACT STATEMENT – PUBLIC HEARING REQUIREMENTS
Jeff noted his office is requesting impact statements on all future zoning changes and these will be given to the committee prior to the zoning public hearings.
