Committee Chair Vicki Burke called the meeting to order at 2:30 p.m.
APPROVAL OF MINUTES
MOTION by Medinger/Freedland to approve minutes of March 6, 2007. Motion carried unanimously; Belzer and Gamroth excused.

PUBLIC COMMENT

APPROVE PAYMENT TO COMMUNICATIONS SERVICE INC. IN AMOUNT OF $235,821.30 FOR MICROWAVE REPLACEMENT
MOTION by Maney/Bilskemper to approve payment to Communications Service, Inc. in amount of $235,821.30 for purchase of microwave replacement for the Emergency Services Department. Motion carried unanimously; Belzer and Gamroth excused.
APPROVE CONTRACT FOR VENDING AND CANTEEN PROVIDER
A summary sheet was sent with the agenda that provided background information and recommendation regarding the vending and canteen provider contract. MOTION by Maney/Bilskemper to approve a 5-year contract with Stansfield Vending, Inc. as the vending and canteen provider for the Sheriff’s Dept. It was noted that this is continuation of current contract - sole source provider. Stansfield has agreed to continue the 18% commission rate and a 25% rate for sales exceeding $200,000 plus pay $10,000 at time of contract signing. Miscellaneous questions. Noted snack prices are similar to those in convenience stores. Toothpaste and toothbrushes are provided, but better brands also available for purchase. Relating to who is considered indigent in order to receive free undergarments is now determined by the Sheriff’s Dept. based on accounting records and certain criteria; this was previously done by Jail Ministry. Motion carried on 5 to 1 vote; Medinger-no; Belzer excused.

2006 BOAT PATROL REPORT
A 2006 Boat Patrol Report on breakdown of citations and warnings was sent with the agenda. Committee Chair Burke noted the Sheriff’s Boat Patrol is on the water weekends from Memorial Day through Labor Day, and on 4th of July if it falls on a weekday. Supervisor Medinger questioned why more warnings given out vs. citations. Mike Horstman said the Boat Patrol does receive some funding from the DNR; based on the last 5 years, the DNR has noted “citation rate as very good in efforts”. It’s a lot of water to cover with only 1 boat and with limited hours. There is another boat that was received from Homeland Security grant funds, but that can only be used for specific events. Mike noted vast majority of citations and warnings are given within the city limits: 26 citations, 49 warnings, 2 accidents, and many complaints in 2006. A few others were issued in the Towns of Campbell and Shelby.
TRAINING DEMONSTRATION BY SHERIFF’S DEPT.
The training was a live interactive scenario involving the use of Simmunitions (simulated ammunition rounds that are fired from duty weapons). The scenario involved a house entry in which the suspect took the homeowner hostage while being armed with a knife. The suspect was holding the knife against the homeowner’s neck stating that they were not going back to jail. The situation ended when the deputy was forced to shoot the suspect to protect the homeowner.
