REVIEW OF HHMAP II FINAL REPORT

The panel reviewed the recommendations listed in the HHMAP II Final Report.  Jeff reviewed progress made on recommendations.   Maureen mentioned the “green resolution” that is being considered by the City of La Crosse.

The electronic waste (E-waste) collection program was discussed.

Motion by Bill Katra/John Servais to recommend that the County continue to promote action by the State to ban the landfilling of electronics and to promote a La Crosse County landfill E-waste ban by July 1, 2008 if the State takes no action.  Carried unanimously (Nick Nichols & Al Schulz excused).

The extension of the HHM intergovernmental agreements between the County and all eighteen La Crosse County municipalities for an additional ten years (2008-2017) was discussed.

UPDATE ON HHM PROGRAM

Jeff reviewed progress that has been made on the development of a medication collection and disposal program. The proposal has generated support from a large number of stakeholders and will meet all applicable laws, use an environmentally responsible disposal option, and provide permanent service.

Jeff reviewed the regionalization of the program. The program currently provides HHM service to four counties.  The future includes possible expansion to seven counties in 2008.

OTHER BUSINESS

Brian discussed the “eco-municipality” resolution being considered in the City of La Crosse.  The panel further discussed the potential need for an integrated education message for all La Crosse County municipalities and regional partners.

Motion by Maureen Freedland/Margaret Wood to recommend and promote the development of a coordinated integrated education message for La Crosse County and the region. Carried unanimously  (Nick Nichols & Al Schulz excused).

Jeff mentioned that 2008 may see the start of on-site E-waste de-manufacturing.

Maureen expressed concern that the City of La Crosse is not adding plastics recycling to the City’s next refuse contract.
