HEALTH CARE AID GRANT

This grant helps pay the cost of temporary medical treatment and hospitalization for veterans and their families who are unable to pay with their own resources.

The grant is primarily for treatment which is an emergency. Aid can be provided for non-urgent care, but the rules are different.


Aid may be granted only for emergency care received during the period beginning 90 days prior to actual receipt by WDVA of an application for aid.

For non-urgent treatment, it is required that prior authorization be obtained from WDVA to assure eligibility for payment. A Certificate of Entitlement will be issued by WDVA for eligible care.

The grant will pay up to $5,000 per person per year and only to the extent that assistance is unavailable from other sources such as Medicare, Medical Assistance, other government programs or private insurance.

Payments may be made for all types of essential medical services such as physician services, hospital charges, anesthesiology, radiology, prostheses, some dental care, glasses or contact lenses, hearing aids, etc.

SUBSISTENCE AID GRANT

The Subsistence Aid Grant is money from WDVA given to veterans or surviving spouses and their families to help pay basic costs of living when illness. injury or death causes a loss of income. Being unemployed is not sufficient to qualify. Aid may also be given when a temporary financial hardship jeopardizes a student's school attendance or when there has been a loss due to fire, flood, tornado or other disaster.

The applicant must be unable to meet basic costs of subsistence while incapacitated and is required to use all available resources including income from family members living with the applicant and all liquid assets. In addition, the applicant must apply for all other sources of aid (such as FoodShare Wisconsin, Energy Assistance, etc.) except for direct General Relief.

The grant is only for essentials such as food, rent or mortgage payments, utilities and basic transportation expenses.  However, in some cases health insurance premiums, child support payments, homeowners insurance, prescribed medications and other items can be covered.

The grant does not cover credit card, vehicle or other debt payments.

Assistance is provided on a temporary basis only. The first grant normally covers basic expenses for 30 days. By law, assistance stops after 90 days.

Checks are made payable to and mailed directly to providers (landlords, utility companies, etc.). In some cases, at the department's discretion, a check for food and transportation will be made payable to the applicant.

RETRAINING GRANT

The Retraining Grant is for a recently unemployed or underemployed veteran who demonstrates a financial need while being retrained for employment. This is a grant - not a loan - and does not have to be repaid.

The applicant must have become unemployed or underemployed within the year prior to the date the application is received at WDVA or have received a notice of termination of employment. The applicant must have been employed for six consecutive months with the same employer or in the same or similar occupations and at least one day of that employment must have been within the year prior to application. Loss of that employment may not be caused by the voluntary actions or willful misconduct of the veteran. 

The applicant must be in an educational program or one-the-job training which will be completed within two years from date of application. The program must be reasonably expected to lead to gainful employment according to the assessment counselor at the school.

The maximum grant is $3,000 and can be renewed for another year if need is met. The funds may be used for living expenses in addition to books, fees and tuition.

PART-TIME STUDY GRANT

The Part-Time Study Grant is reimbursement for the costs of tuition and fees for part-time study to eligible Wisconsin veterans, and certain dependents of deceased veterans.

"Part-time study" is defined as 11 credits or less for a student with no bachelor's degree or 8 credits or less for a student with a bachelor's degree.

A student may take classroom, correspondence, OJT, non-credit apprenticeship, internship, etc. Eligible courses are limited to those relating to occupational, professional, or employment objectives.

All UW system schools, Wisconsin vocational technical colleges, and all Wisconsin high schools are eligible. Any private college, university or technical/trade school in Wisconsin accredited by the U.S. Office of Education is also eligible.

Reimbursement is payable at a level of 100% of the cost of tuition and fees not to exceed 85% of the standard cost of resident tuition and fees for an equivalent undergraduate course at UW-Madison. For veterans with 30% or higher service-connected disability reimbursement is at 100% of the cost of tuition and fees not to exceed the UW-Madison levels.

The student must apply so that the application is received by WDVA in Madison no later than 60 days following completion of the course.

Veterans with household incomes of $50,000 or less plus $1000 for each dependent in excess of two dependents are eligible.

There is no time limit on this program. It is potentially a lifetime benefit to eligible veterans.

TUITION AND FEE REIMBURSEMENT GRANT

This grant reimburses a veteran for up to 100% of the costs of tuition and fees paid by the veteran enrolled as a full-time undergraduate student in any school within the University of Wisconsin system or the Wisconsin Technical College System.  Veterans with 30% or higher service connected disability are reimbursed at 100% of the cost of tuition and fees under the UW-Madison levels.

The individual must have served on active duty in the U.S. Armed Forces under conditions other than dishonorable for two years or more, or for the full period of his or her initial service obligation.

The individual may only receive this grant for courses taken during a semester which is completed within ten years of the applicant’s separation from active duty military service.

The applicant's household annual income must be $50,000 or less plus $1000 for each dependent in excess of two dependents to qualify for the grant.

The grant application must be received by WDVA in Madison no later than 60 days after the ending date of the semester. The application must be given to the school by the veteran early enough that the school can send it to WDVA before the 60 day limit expires.
