Activated Reservists After September 11, 2001
IMPORTANT
- NEW EDUCATION BENEFIT FOR ACTIVATED RESERVISTS -- H.R.4200
authorizing the creation of a new education benefit was signed into
law on October 28, 2004. The new benefit, Chapter 1607, makes
certain individuals who were activated after September 11, 2001 are either
eligible for education benefits or are eligible for increased benefits.
The Department of Defense (DOD), Department of Homeland Security (DHS) and
VA are working on an implementation plan for this new benefit and at
this time we are unable to provide more than general information about
chapter 1607.

implemented.

MONTGOMERY GI BILL (active duty)
The Montgomery GI Bill began on July 1, 1985. It requires active duty
members to contribute $100 a month for their first 12 months of active
duty service. This contribution is not refundable. Given this contribution
and completion of active duty service with a fully honorable discharge,
veterans receive $816 monthly if they served for less than 3 years, or
$1004
a month if they served for 3 or more years on active duty. The veteran must be in a full-time course of
study to receive these amounts. The GI Bill may be used part-time, with
the veteran receiving a lesser monthly amount.
There are also Defense Department "kickers" (GI Bill plus Army
College Fund, for example) that provide a higher monthly amount to the
veteran. This amount is specified in the veteran's initial enlistment
contract. The GI Bill will pay the above amounts for up to 36 academic
months. If a veteran has military service prior to July 1, 1985 and has
contributed to the Montgomery GI Bill in a more recent enlistment, higher
monthly amounts may be awarded.
MONTGOMERY GI BILL (Selected Reserve)
This is a program of education benefits for members of the reserve
elements of the Army, |

Navy, Air Force, Marine
Corps, Coast Guard, and for the Army National Guard and the Air
National Guard.
To be eligible, a reservist must:

Have a six-year obligation to serve in the Selected Reserve or, if an
officer, agree to serve six years in addition to the original obligation
complete all initial training

Meet the requirements for a high school diploma or equivalency
certificate before completing initial training

Remain in good standing with the Selected Reserve
For full time students the benefit is $288 monthly
VOCATIONAL REHABILITATION
Veterans are eligible for vocational rehabilitation if three conditions
are met:

They suffer a service-connected disability or disabilities and are
receiving at least 20% compensation
-
They were discharged or released under other than dishonorable
conditions or are hospitalized awaiting separation for a
service-connected disability

They need vocational rehabilitation to overcome an employment
handicap
This program allows veterans to go to school or complete training and
receive a monthly subsistence allowance in addition to their disability or
retirement pay. In addition, VA pays the costs of tuition and required
fees, books, supplies and equipment.
DEPENDENTS AND SURVIVORS EDUCATION BENEFITS
Educational assistance benefits are available to spouses and children of:

Veterans who are permanently and totally disabled as the result of a
disability arising from active service in the Armed Forces
-
Veterans who died from any cause while rated permanently and totally
disabled from a service-connected disability

Servicepersons currently missing in action or captured in
line-of-duty by a hostile force
-
Servicepersons presently detained or interned in line-of-duty by a
foreign government or power
Payments of $803 are made monthly for full-time attendance at an educational institution that is VA approved. Benefits to a
spouse end 10 years from the date VA first finds the individual eligible. Children generally must be between the ages of 18 and
26 to receive education benefits.
